have raised the general question of the

validity of these travel certificates for the

return journey to Hong Kong.

Copies of the

certificates will be found in No. 28 on 52775/28.

I think it must have been intended that they

should be valid for the return journey and in

fact, there seems to be nothing in them which

actually restricts them to a single journey.

I think, therefore, that there will be no

harm in giving the Passport Office the general

authority for which they ask, that is, to

endorse tne certificates as valid for the return

journey, but I think we should also suggest to

Hong Kong that the wording of the certificates

should be altered so us to make it clear that the

are so valid without endorsement.

on 82730/4, proposing to proceed as above if they
